Fannie Masemola Placed on Leave as Court Case Over Police Contract Continues

South Africa national police commissioner Fannie Masemola has gone on precautionary leave after President Cyril Ramaphosa acted following court proceedings linked to a disputed health contract. The case involves a 21 million dollar agreement awarded in 2024. Consequently, the matter has raised concerns about accountability within the police service. Officials confirm that court hearings continue.

Authorities say Fannie Masemola appeared in court over claims that he failed to supervise the procurement process properly. In addition, the contract aimed to provide health services for police personnel. However, officials later cancelled the agreement after raising concerns. Subsequently, investigators began reviewing how the deal passed approval stages.

Masemola rejected all allegations. He told journalists after the hearing that he followed legal procedures. Furthermore, he insisted that the court would decide the outcome. He also expressed confidence in the legal process.

Leadership Change in Investigation

President Ramaphosa explained his decision and stated that the office of national police commissioner demands strict ethical conduct. Therefore, he placed Masemola on precautionary leave due to the seriousness of the case. Moreover, he stressed that leadership in law enforcement must protect public trust. At the same time, he added that government must safeguard public funds.

Meanwhile, Lt Gen Puleng Dimpane now leads police operations in an acting role. She has served as chief financial officer since 2018. In addition, she brings nearly twenty years of service. However, her appointment has drawn debate. Some critics point to her financial oversight role during the period the contract passed through approval. Nevertheless, she has denied any wrongdoing.

The contract involves businessman Vusimuzi Cat Matlala and his company Medicare24 Tshwane District. The firm secured the 21 million dollar deal in 2024. However, authorities cancelled it in May 2025 after concerns about the approval process. Consequently, investigators widened their review of procurement decisions.

Since then, more than a dozen senior police officials have faced charges. They are accused of working improperly with the contractor. Nevertheless, none has entered a plea. In contrast, Masemola faces charges linked to public finance rule breaches rather than direct corruption. As a result, the court continues to examine evidence.

The Madlanga Commission launched in 2025 first exposed issues linked to the contract. Furthermore, it reviews corruption claims within the police service. In addition, it studies procurement systems and gathers testimonies from officials involved.

Notably, this marks the third case of a serving police chief facing criminal proceedings in South Africa. Consequently, concerns have increased about accountability in senior policing roles. Furthermore, analysts say the pattern exposes weaknesses in financial oversight systems.

President Ramaphosa has faced calls to improve accountability in state institutions. In response, he said law enforcement must operate with integrity. Moreover, he confirmed that police procurement systems will face closer review. Therefore, officials expect stricter controls going forward.
